Teddy Long announced on WWE Raw that Dolph Ziggler is unable to compete at WWE Extreme Rules due to the concussion he suffered on Smackdown.
Ziggler will not compete at the event, but keep his championship. Long then announced that Jack Swagger will face Alberto Del Rio in an "I Quit Match." The winner will become the new contender for the World Heavyweight Championship.
